8. Motion by Commissioner to adopt Resolution 2008-20 authorizing the
execution and filing of a grant application by the Friends of Salt Springs Park, Inc.: on behalf of Susquehanna County to the Department of Labor and Industry for the purpose of administering a Pennsylvania Conservation Corps Project, beginning July 1, 2009 and Susquehanna County will provide matching funds at the rate of 25% as needed for construction materials and necessary contracted services in connection with the Conservation Corps project, not to exceed the sum of $5000.00.

open, non-union, part-time, temporary clerk position in 911, mapping and readdressing, $8.50 per hour, varied hours, no benefits and position to end no later than December 31,2008, effective 10/2712008, per the recommendation of Art Donato, 911 Coordinator.

Motion by Commissioner to authorize the Commissioners to sign the Hot Site Hosting Service Agreement between IMR Limited and Susquehanna County for the purpose of downloading and storing information from the Register and Recorders office to their secure location for the purpose of restoration of data following a disaster.
The setup fee is $5000.00 and the daily download and maintenance fee is $3000.00 per year. This will be paid with fees collected by the Register and Recorders office. Second Commissioner
14. Motion by Commissioner to authorize the Commissioners to sign the
service purchase contract between Susquehanna County Services for Children & Youth and Loftus-Vergari, Wilkes-Barre, in which Loftus-Vergari will provide Family Group Decision Making for families referred by Children & Youth and deemed appropriate by the agency. The contract is for an amount not to exceed $104,000.00 of which Susquehanna County will pay an amount not to exceed $5000.00.

15. Motion by Commissioner to authorize the Commissioners to sign the
agreement with eco/International regarding a collection program for pick up and recycling of specified electronic materials for 11 cents per pound. The Susquehanna County Recycling Center will be the drop off point for materials. Transportation to ecolInternational from our recycling center as well as packaging materials will be provided to the recycling center by eco/International for no additional charge.

dumpsters and refuse removal at the Courthouse, County Office Building, Prison and Recycling Center.

Motion by Commissioner Giangrieco to exonerate the Tax Claim Bureau from collecting delinquent taxes regarding the following per the recommendation of Catherine Benedict, Tax Claim Director:
1.Dimock Township, Parcel No. 179.00-1,015.00,001., name of Christopher Fiorentino, consisting of a trailer on Warriner Land, assessed at $1600.00. The Assessment office exonerated from the rolls 9/08 for all year as the trailer is gone. Total taxes to be exonerated $357.83.

Emergency Generator Set Planned Maintenance Agreement with Penn Power Systems for the term 0110112009 through 12/3112009, in the amount of $1,625.00 for inspection and preventative maintenance on the following generators: Jailhouse 1 Courthouse 1 Fairgrounds 1 Lower Office Building 1 Pig Pen Alley 1 Friendsville Tower, and emergency repair service at rates between $89.00 per hour and $149.00 per hour depending on day and time of occurrence.

between Susquehanna County Cooperative Extension Association and Susquehanna County Services for Children & Youth allowing SCCEA to invoice SCSCY up to $10,000. for program delivery expenses to support a family and consumer sciences extension educator based in Susquehanna County for the period July 1, 2008 - June 30, 2009. The County portion of this expense will not exceed $2000.

The County portion of this expense will not exceed $2000.

Needs and Competency Assessment from Assessment Tools LLC, Clarks Summit, PA, for the Juvenile Probation Department of Susquehanna County consisting of one database and from 1 -10 client computers, also includes initial installation assistance and software configuration, annual maintenance to provide software updates from 111112008 through 12/3112009 and one day of on site training for up to 10 employees for $3000.00.

agreement with Bio-Haz Solutions, Inc., Lehighton, PA, to remove infectious, chemotherapeutic and pathological waste from the County Prison, Compliance Fee will be $30.00 per year, Container Removal up to 45 lbs will be $34.00 per container and over 45 lbs will be $1.00 per pound over 45 Ibs.

open, full-time, non-union position of Operations/Training Officer in the EMA Department, minimum 40 hours per week, with a six month probation period and benefits per the County Policy Manual, effective November 17, 2008, per the recommendation of Charlene Moser, EMA Coordinator.

full-time, union position of Assistant Processing Manager in the Recycling Center, Range 8, Rate $ 8.67 per hour, 40 hours per week, six month probation period and benefits per the Residual Bargaining Unit Contract effective November 13, 2008, per the recommendation of Jennifer Morelli, Recycling Coordinator.

20. Motion by Commissioner to exonerate any and all roll back taxes that
were imposed on the Right of Way as described in Deed Book 518 page 359 on the condition that a deed for said Right of Way to the nationally recognized Rails to Trails organization (a 501C non profit) is recorded within five (5) business days from this motion. Real estate taxes shall continue to be assessed on the underlying real estate as is required by law where any other Right of Way crosses a parcel of real estate.

Motion by Commissioner Giangrieco to authorize the Commissioners to sign the Hot Site Hosting Service Agreement between IMR Limited and Susquehanna County for the purpose of downloading and storing information from the Register and Recorder’s office to their secure location for the purpose of restoration of data following a disaster.
The setup fee is $5000.00 and the daily download and maintenance fee is $3000.00 per year. This will be paid with fees collected by the Register and Recorder’s office.

Motion by Commissioner Allen to authorize the Commissioners to sign the service purchase contract between Susquehanna County Services for Children & Youth and Loftus-Vergari, Wilkes-Barre, in which Loftus-Vergari will provide Family Group Decision Making for families referred by Children & Youth and deemed appropriate by the agency. The contract is for an amount not to exceed $104,000.00 of which Susquehanna County will pay an amount not to exceed $5,200.00

Motion by Commissioner Giangrieco to authorize the Commissioners to sign the-agreement· with ecollnternational regarding a collection program for pick up and recycling of specified electronic materials for 11 cents per pound. The Susquehanna County Recycling Center will be the drop off point for materials. Transportation to eco/lnternational from our recycling center as well as packaging materials will be provided to the recycling center by eco/lnternational for no additional charge.

The County portion of this expense will not exceed $2000.

The County portion of this expense will not exceed $2000.

Motion by Commissioner Allen to exonerate any and all roll back taxes that were imposed on the Right of Way as described in Deed Book 518 page 359 on the condition that a deed for said Right of Way to the nationally recognized Rails to Trails organization (a 501 C non profit) is recorded within five (5) business days from this motion. Real estate taxes shall continue to be assessed on the underlying real estate as is required by law where any other Right of Way crosses a parcel of real estate.

If I am reading these correctly, the last is for a meeting for November 26th.An item that draws my attention is the agreement between the county and the Coroner.What are we(the taxpayers) paying $500 plus utilities for every month?Did his cousin Commissioner G. vote on this issue? If so, any conflict in this?How long have the taxpayers been doing this? If this has been done in the past, what was the last monthly agreement amount? Does the county have any liability or personal property that needs to be protected for even further expense to the taxpayers?Are public records kept here? If so what are the arrangements for public viewing?Is this really necessary or is this a family perk that could be fixed by a room in the court house? A lot of questions and as usual few answers.
I repeat, can anyone write an article for this blog? If so, how. If not, where else is there a written exchange of ideas concerning the growth of our county? Too much is happening without a sharing of ideas. After all, the commissioners have thwarted the exchange of ideas. They have their wish: seven minute meetings. The Democratic Party has their wish fulfilled of no darn nuisance questions at the meetings, and the Republicans have their wish of a very part time commissioner who is considerd a semi-god.
Please expound on “the democratic party has their wish fulfilled of no darn nuisance questions at the meetings”.Nuisance is defined as annoyance, pain,irritant.I would expect their constituents would want to ask intelligent questions rather than heckle just for the sake of being heard and reading their name in the paper.And reality is that the Republicans semi-god is not the only very part time commissioner.
I consider public questions intelligent, not nuisance.
After hearing Democrats talk about public comment, their term was nuisance. I never heard “heckling”. I appreciate the public comment part of the meeting, even when I disagre with the sentiments.
Also, I am glad that the move to the much smaller meeting room in the Courthouse was changed back to the bigger room in the County Office building. I disagree that the public comment part of the meeting is not part of the public record. Even the last administration let we public be put on the official record. Once again, they may not have agreed with what we said, but they realized the importance of letting our questions and views
being part of the public record.
As far as people wanting to get their names in the paper, my view of concerned citizens is not that they want their names in the paper - rather, they have views on what they think is important. Tolerance is the key.
As far as part-time commisssioners, there’s part time, then there’s so part time that the other job is more important. We citizens and our millions (!)of dollars that we pay for taxes are the most important consideration.

service purchase contract between Susquehanna County Services for Children & Youth and Loftus-Vergari, Wilkes-Barre, in which Loftus-Vergari will provide Family Group Decision Making for families referred by Children & Youth and deemed appropriate by the agency. The contract is for an amount not to exceed $104,000.00 of which Susquehanna County will pay an amount not to exceed $5000.00.

agreement with eco/International regarding a collection program for pick up and recycling of specified electronic materials for 11 cents per pound. The Susquehanna County Recycling Center will be the drop off point for materials. The setup fee is $5000.00 and the daily download and maintenance fee is $3000.00 per year. This will be paid with fees collected by the Register and Recorder’s office.

The contract is for an amount not to exceed $104,000.00 of which Susquehanna County will pay an amount not to exceed $5,200.00

Motion by Commissioner Allen to exonerate any and all roll back taxes that were imposed on the Right of Way as described in Deed Book 518 page 359 on the condition that a deed for said Right of Way to the nationally recognized Rails to Trails organization (a 501 C non profit) is recorded within five (5) business days from this motion. Real estate taxes shall continue to be assessed on the underlying real estate as is required by law where any other Right of Way crosses a parcel of real estate.

Motion to set the increase for 2009 for non-union employees at 3%.
Motion to adopt any and all negotiated and/or arbitrated changes in pay rates and benefits for union employees per their contracts.

If I am reading these correctly, the last is for a meeting for November 26th.An item that draws my attention is the agreement between the county and the Coroner.What are we(the taxpayers) paying $500 plus utilities for every month?Did his cousin Commissioner G. vote on this issue? If so, any conflict in this?How long have the taxpayers been doing this? If this has been done in the past, what was the last monthly agreement amount? Does the county have any liability or personal property that needs to be protected for even further expense to the taxpayers?Are public records kept here? If so what are the arrangements for public viewing?Is this really necessary or is this a family perk that could be fixed by a room in the court house? A lot of questions and as usual few answers.
I repeat, can anyone write an article for this blog? If so, how. If not, where else is there a written exchange of ideas concerning the growth of our county? Too much is happening without a sharing of ideas. After all, the commissioners have thwarted the exchange of ideas. They have their wish: seven minute meetings. The Democratic Party has their wish fulfilled of no darn nuisance questions at the meetings, and the Republicans have their wish of a very part time commissioner who is considerd a semi-god.
Please expound on “the democratic party has their wish fulfilled of no darn nuisance questions at the meetings”.Nuisance is defined as annoyance, pain,irritant.I would expect their constituents would want to ask intelligent questions rather than heckle just for the sake of being heard and reading their name in the paper.And reality is that the Republicans semi-god is not the only very part time commissioner.
I consider public questions intelligent, not nuisance.
After hearing Democrats talk about public comment, their term was nuisance. I never heard “heckling”. I appreciate the public comment part of the meeting, even when I disagre with the sentiments.
Also, I am glad that the move to the much smaller meeting room in the Courthouse was changed back to the bigger room in the County Office building. I disagree that the public comment part of the meeting is not part of the public record. Even the last administration let we public be put on the official record. Once again, they may not have agreed with what we said, but they realized the importance of letting our questions and views
being part of the public record.
As far as people wanting to get their names in the paper, my view of concerned citizens is not that they want their names in the paper - rather, they have views on what they think is important. Tolerance is the key.
As far as part-time commisssioners, there’s part time, then there’s so part time that the other job is more important. We citizens and our millions (!)of dollars that we pay for taxes are the most important consideration.
